John Kerry, former U.S. Secretary of State under President Barack Obama, has described past internal discussions in Washington regarding potential military action against Iran, arguing that successive U.S. administrations ultimately chose restraint over strikes.
According to Kerry, multiple presidents—including George W. Bush, Barack Obama, and later Joe Biden—rejected the option of launching direct military attacks on Iran, preferring instead to pursue diplomatic and non-military strategies. He stated that these decisions were based on the belief that peaceful avenues had not been fully exhausted and that war should be avoided unless absolutely necessary.
Kerry referenced discussions in which Israeli Prime Minister Benjamin Netanyahu presented assessments warning of severe consequences in Iran, including predictions of internal unrest or regime instability following potential military action. However, Kerry noted that such outcomes did not materialize in practice, suggesting that some of the more extreme forecasts were inaccurate.
He also recalled that, in at least one meeting, President Donald Trump reportedly expressed informal approval of a proposed approach, although the broader U.S. policy direction did not immediately shift toward military engagement.
Drawing on his experience as a Vietnam War veteran, Kerry emphasized caution in the use of force, warning against repeating past mistakes where intelligence or justification for war later came under scrutiny. He specifically referenced Vietnam and Iraq as examples where he believes the American public was misled or not fully informed before military involvement.
Kerry’s broader argument centers on the idea that U.S. leaders across administrations have, in practice, shown reluctance to initiate another large-scale conflict in the Middle East, particularly against Iran, due to the risks of escalation and long-term instability. He has warned that decisions involving war must be carefully examined to ensure transparency and full public understanding before any military action is taken.
